drive pulley and idler no longer aligned???

Had local dealer remove drive and belt pulley assy from orig. engine that was blowing oil. Long story short, the replacement engine would not run. Then took engine and drive and belt pulley to another dealer who replaced oil seal and drive and belt pully on orig engine. When I installed on lawn tractor, I now find the drive pully is fully 1/2" higher than the idler pulleys. (REsult, belt keeps slipping off) Is there a spacer missing? Now having doubts the orig dealer gave me all the parts back after disassembling. Could I just bring pully assy to a shop and match up a "standard" spacer to "lower" the drive pully?

Without knowing what kind, brand, model engine or equipment you have, I can only make a shot in the dark that maybe a part is missing or not, or maybe the pulley is on upside down.
