The parts breake doesn't show.But if memeroy serves,it does.But just to be on the safe side re-check the Battery,all of the connections,starter & valve clearence.If all that is up to par and it's still draging,then you'll know that it does.

Once you have the valve clearances adjusted properly and before you reinstall the cylinder head, rotate the engine over by hand and watch for the exhaust valve to open slightly on the compression stroke. If you notice no movement or abnormally little then you likely have a bad mechanical compression release mechanism and would need to replace the camshaft as this engine should certainly have one such.
