toro snowblower surging

last time i used my 1 yr old toro it suddenly started running badly and died. i was checking it out when i saw a needle on the ground. it had fallen out of the carb! i took the cover off the carb, started looking around and found the place to put the screw back in. i turned it all the way in then backed it off about 1&1/2 turns. i pulled the cord and it started but the needle valve started to rotate from the engine vibration. it got to the point where it stalled the engine. i turned the screw all the way in and tried to start it and it fired right up but was surging. does anyone know if theres a clip or cover to keep that screw where you want it?

Most likely a spring that fits over the threaded portion.
Post the model # of the engine and we can find ya a part #

Along with the model number please also give us the spec number (if this is a Tecumseh engine) or the type number (if it's a Briggs).
