Loss of power

I have a craftsman mower with a briggs engine
model # 311707 0132-E1.
Last weekend I was mowing my yard when it suddenly lost
power, had to disengage the deck to keep from killing it.
Have taken carb off and cleaned, with carb cleaner and air
hose. Changed the plug also. Engine will run but with lower
rpm as long as deck not engaged.
Any ideas?

Might try and remove the deck belt from the engine pulley and see if any difference.
Is there any popping, slow to accelerate, smoke from exhaust...?

Belt to the deck is not the problem already checked.
Also opening throttle from idle revs increase slowly.

Take a look at the throttle linkage on the engine. Is the throttle cable actually moving the linkage? Is the governor spring attatched to the governor lever and the throttle control?

The throttle cable is working. With the engine running I can
pull the govenor arm to open the throttle and the engine
revs up very slowly. As far as I can tell all linkages, springs
are moving. There is no smoke, but at lowest idle it will miss and sputter before it dies. Have sprayed carb cleaner
around intake while running to check for air leak, no change. Solenoind is working as verified by visual. Mower
was running fine as I was mowing yard when loss of power
happened.
