Briggs Vanguard Oil Slinger placement

I have just finished replacing the connecting rod in my Vanguard 15.5hp OHV motor. I need to place the oil slinger in the correct position. The oil slinger has a series of fins around the gear, with 2 being longer than the others. I know that the little oil slinger end rod goes against the governor arm, but I'm not sure if it makes a difference where the slinger gear sits when I put it in place. Any help?

It matter not where you position this, it is not a timed part. Just so long as you have it lined up with the governor paddle.
