Chipper won't chip

Just acquired a MTD chipper with a 8HP tecumseh engine. My problem is the chipper won't pull limbs into chute and grind them up. It just burns the wood, and causes smoke. The chipper had water in it, and when I started it, it blew the water out. Is the chippers rusted, dull or broken? How hard is it to open it up and sharpen, or replace the chippers? Your help is appreciated.

Sounds like the cutters are rusted up. Some of these are a bit of a pain to get apart, others not so bad. You should be able to remove the chute and get a good look at the cutters.
