engine runs full choke only

Engine: Briggs & Stratton 16 hp twin 402707
Mower: Murray (yes, I know, it's the neighbor lady's mower)

Was running ok, ran out of gas. Refilled and engine now runs fully choked only.

Cleaned fuel lines, carb (with spray cleaner), replaced fuel and air filters.

My guess is debris in the carburetor, but I'm out of ideas on how to clear it.

Your guess is right. On the side of the carburetor is a drain plug. Remove this (some gas will drain) and look in the hole with a flashlight. You'll see the brass main jet in that hole. With a piece of wire, you may be able to clear that hole and clean it out with some spray cleaner. If not, you'll have to remove the jet. If there is more than just a piece or two of debris, I'd just remove the top of the carb and clean out the entire bowl. It's an easy job, just be gentle removing the top and you might be able to salvage the gasket. If it tears, replace it.
