6 HP Tecumseh Carb Settings

have a 6 HP Tecumseh recoil start engine on my Troy Bilt roto tiller. I have had trouble getting the engine started so I recently purchased a new spark plug. The engine still does not start.
Can someone please tell me the settings that are to be used for the power adjustment screw, idle speed adjustment screw and idle fuel adjustment needle when you cannot even get the engine started? I have had this happen once before and someone on this forum helped me but I lost the details and now I can't remember how far to turn in or out the various screws.

Try 1 1/2 turns out from lightly seated for the power adj screw, 1 1/4 out from lightly seated for idle fuel adj screw. If it starts,let it warm up a little and run full governed speed. If it seems rough, turn main power screw in slowly until it sounds ready to die,then turn out slowly until it starts showing some black smoke. Now turn back in 'til it is running smooth.
After setting main power,let it idle and turn idle fuel adj and idle speed screws in or out to obtain smoothest idle.
