1998 toro recycler running rough..

i have a this toro lawnmower from 1998 that seems to start fine, but it runs rough. even after it's warmed up, it continues to rev- to compare it to a car, it's as if you have the car idling, and you tap on the gas every 3 seconds.
never stops this 'revving'.
i put a new plug and a new filter on it this season.

any ideas? i can only assume that it's a carb problem...

Yes, it's a carb problem. It needs cleaning.

does the carb need to be removed to clean?

i'm wondering if this carb can be cleaned while still on the mower?
is as simple as purchasing something like gum-out or do i need to disassemble and basically rebuild it?

You might be able to remove the carb bowl and clean it out and clean out the holes in the bolt that holds it on and solve the problem. I don't know what engine you have.
