Can someone tell me how to remove the clutch and install a new starter rope and adjust the rewind.

In the center of the clutch drum housing should be a screw requiring a T-20 torx driver. You will first have to remove the spark plug and stuff some starter rope into the combustion chamber to act as a piston stop to prevent the engine from turning over when removing the clutch drum screw. You can then inspect and figure out your rewind starter issue and repair as needed.

Have a look at the screw with a flashlight, it may be a 5/32" allen driver needed instead of the torx driver. Been a year or so since my last tear-down of one similar to your trimmer.
