if the engine on your lawn mower has a broken rod can the engine be rebuilt
the man at the repair shop said it would need a new engine

There are several factors to consider. First is how much damage was done when the rod broke. Damage to block, crank and other engine parts. Second is age of the engine. You can short block it or they have many complete engines that are just as economical. Labor is always a part of the repair bill. Some of the older engines are no longer made in a short block version so you end up with a complete that has to be retrofitted. Some of the replacement engines have different crankshafts from the orginal so it is best to stay with someone that knows the differences of you unit.

Like Camino kid said, it depends on what happened. If it's just a broken rod, then yes, it can usually be repaired. It's not usually just a broken rod though. Lack of oil is usually the cause for the broken rod, so it might need a piston, rings, other parts as well. It might need to be bored, bushed at the crank journals, etc... The broken end of the rod might have put a hole in the block, broke other internal parts, etc....
