HT4213 Too much fuel?

Hello I have a Honda riding Mower HT4213,

And it is not running right, I think it's getting too much fuel, lots of black smoke, spraksplugs are black.
On start up sometimes it runs good (cold)
And when the mower is engaged it is slow to get up too full power. (sounds like a diesel)
Carb was clean in the spring and it run good for a period of time, now cleaned it again but did not change anything. Any Help Please! (Grass very long) Thanks

Try without the air filter and see if it improves. If not, try pinching the fuel line to the carb with it running. See if it runs better just before it dies. If so, it's flooding (carb problem)...if not, it may have jumped time a tooth (timing belt). Make sure the choke is opening fully.
