surging engine...

I have a Lawnboy lawnmower--2 cycle 6.5 horse duraforce engine (approx. 4 yrs old). The engine surges...or, the idle isn't steady. The engine revs up and down by itself.

I've noticed the little paddle attached to the carb (governor??) seems to float back and forth. I can reach in and keep it steady and the engine idles fine. I put fresh gas in, changed the spark plug and cleaned the filter. Any ideas on how to fix this? Thanks in advance.

The surging indicated there is a fuel restriction, I would suggest cleaning the carb and make sure you have a good fuel flow from the tank into the carb. Have a good one. Geo

...Provided the governor vane (paddle) is not affected by any filth and/or grime buildup.
