Toro CCR 2450 GTS idiling fast

I recently purchased a used Toro CCR 2450 GTS snowthrower with the Toro R Tec 5hp engine by Briggs & Stratton. This does not have a throttle so it adjusts based on load. When you engage the auger and to through the snow it begins to spin and will rev up the engine when you start throwing snow. On previous models I've owned when you release the auger or are not blowing snow the engine will slow back down to idle. This is not the case on this one. The engine wants to keep it maxed out and will not return to normal idle. Any recommendations on what could be causing this or a fix?

It could be as simple as a stuck throttle shaft in the carb. Will the shaft itself move by hand?

I have one of these which I bought new two years ago. It seems to only have one speed which is controlled by the governor. An older Toro S-200 which I got in 1978 ran the same.
