Governor Adjustment For Tecumseh H35

I'm in the process of bring back to life this 70's ariens 2.7 hp snowblower which has a Tecumseh H35 engine.

Just curious how to adjust the governor for an H35. I think the process is different for the higher Hp H-series engines eg 5 and up.

I know the carb throttle is held in a full throttle (wide open) position ,but I forget which way the governor lever (not the arm) is turned, either full clockwise or full counter-clockwise

Thanks

Gus

the 1st one, #692509.
page 31 shows gov config pre-1977 and how to set.
hope this helps,
thanks,
