The settings on both screws are 1 full turn out after seating. One other note on diaphram carbs is that the installation of the diaphram can be different. If the carb is a "F" style carb it goes carb, diaphran, gasket, cover. A non "F" it goes carb. gasket, diaphram, cover. The "F" if present is stamped into the carb on the choke end.
