Problem with 14hp vanguard briggs&stratton, Please HELP!!

I have a craftsman riding mower with a vanguard 14hp briggs&Stratton v-twin on it and the motor runs realy well but the only way i can get it to start up is with starting fluid then it runs perfect, But if i try to start it on its own it just turns over and never starts. ANY IDEAS?

Visually observe the choke operation in the throat of the carb to make sure it is closing all the way.
