Toro 25 cc weed eater leaking out of carb

Hello I've got a Toro weed eater that just started leaking out carb flooding and won't start it ran last week I changed all fuel hoses and spark plug so I'm thinking is the float stuck open? it has a primer button did not see any cracks. I'm not real sure of the carb design on two cycle can someone help ?

The needle may not be seating, but it doesn't have a float. The needle is held closed by a spring. If the diaphragm is stiff or there is trash under the needle, it could hold the needle open, or it may just need a good cleaning and overall reconditioning of the carb.
