1995 Craftsman 15.5 HP, checking oil? etc.

I have a 1995 Crafstman, 15.5 HP, single kohler, 42" deck with a hydrostatic trans. Transaxle Model Number: 310-0650. I have a problem with my transaxle. It was running perfect last summer, but after the storage over the winter it is not running at the same speed and it not even moving in reverse. I think the oil level might be too low, but am not positive. I don't know how to check the oil level properly. If I remove the cap and vent assembly should I check it from that point or remove the fitting and o-ring assembly from the case and then check it? what kind of oil (regular or synthetic?) should be used and how do I get the air out of the system after? Any Suggestions? Thanks!

Remove the plug with o-ring, insert a pencil or something thin to determine how low the oil is. I believe it should be around 1 1/2" from the top of the tranny. Use synthetic 20-50 oil.
