5hp Briggs and Strat Horizontal/High RPM's!

I have a 5hp Briggs and Stratton Horizontal engine that was given to me by a friend. I put a centrifical clutch on it and started it up. It seems that I cant get it to idle. The clutch is spining very fast and I cant control the speed very well. Does anyone know what I need to do to get this engine running smoothly and to get it to ideal?

Model #s? Is the throttle shaft in the carb stuck?

Model- 130212 Type- 3250 01 Code- 91053107

No the throttle is not stuck, when I move it all the way up it does go faster but I dont think its idleing all the way. How do you tune it?

What if you move the throttle all the way back? Will it slow down or idle then? On this engine, there are a lot of places where problems like this can stem from...like inproperly set up throttle cable, or misadjusted or disconnected governor, messed up throttle linkages, throttle control housing, governor spring, etc... You might be better off finding a picture of the linkage setup and go from there.

I think it slows down, its not idleing. Do I need a new carb?
