Pull cord has no resistance

I have a Toro 6.5hp lawn mower. When I try to pull the cord to start it, there is no resistance at all and no indication that the engine is trying to start.

I took off the top, but can't see any clear indication of the problem. Any ideas?

Not sure what you mean by "top" do you mean engine cover or the cylinder head? Regardless you may have a broken connecting rod, pull spark plug and insert a screwdriver at an angle so you touch piston head and pull rope. If screw driver does not move, rod is broken.
