Toro self propelled - did I fix it or break it?

My first self propelled mower. The other day I noticed the cables had come loose from the snap in clamps on the handle bars so I snapped them back in place.

The mower speed always seemed fast and hard to control. Now the control arm is stiff and the mower moves slower. The mower is now easier to control and walk behind but I just want to sure this is how it was supposed to be in the first place and I didn't do any damage to the cables.

This is clue number one that something is wrong with it.

This is clue number two that something is wrong with it,

If it is under warranty, take it back to get it fixed or replaced.
