I have a Honda self propelled mower HRS216SDA. It is leaking gas where the air filter meets the carburetor. Could this be a bad gasket or carburetor?

The carburetor is leaking. You probably only need to remove the carburetor bowl and clean out the bowl, float, and needle and seat area with carb cleaner. If the carb is badly gummed up, you'll have to remove it and soak in a bath type cleaner to get it cleaned up properly.
