Cool 21.5 intek govener gear shaft loose?

I worked on small engines for 20 years and still don't have all the answers.I have a intek 21.5hp briggs twin md 445777 spec 0154-e1 ser 010425yg the problem was it was over speeding.Found govener gear was broke. The pins holding the metal wings was broke.Took the gear off and found govener gear shaft was loose . Can move it aleast 1/16 of an inch up and down and sideways .I think the shaft should not move. If not is it replaceable it won't pull out.I looks like it might of been pressed in from the inside of the cylinder then the cast iron sleeve was inserted after. The other twins I pulled apart the govenert gear shaft was built into the sump. But this one is built into the block.Tell me there is a answer besides replacing the block or should it be loose?

Sorry, been gone for a while. Those engine had a problem in that area for a while. The shaft would overheat, and fall out, and several were shortblocked in the nineties under warranty.

Hope your fix holds.
