Honda HRB215 Starter cord stuck

Lawnmower kept stalling last night, re-started several times. On the last try, the starter cord was real hard and now it won't come out more than 6 inches. I did some basic engine checks and discovered that somehow, it had almost no oil in it. I last changed the oil in the Spring and have been using the mower since. I did notice an oil stain under the mower, but it doesn't look big enough that it could be that bad a leak. In any case, I added oil, but I still can turn it. Any suggestions of things I can try before I have to bring it in to a shop?

It's not your starter, the engine has seized. It needs to be taken apart to see just how bad. But it is more than likely the connecting rod to crank that seized.
