Briggs recoil starter

I have a 5 hp Briggs Engine 135202 0015 01 940 9022E that has a recoil starter problem. Spring will not retract the rope conpletely. I took it off to rewind the rope with an extra loop around the pulley, but the spring seems to be slipping out of whatever holds it in place after a few pulls, and Im back to a rope that wont retract fully or not at all. It looks like the only way to get the thing apart is to squeeze a flared out bushing in the center back to a round shape and then pull things over it and out. This machine belongs to someone else, I want to return it fixed, not broken. Ideas?

The "flared out bushing" is a roll pin that you punch out from the other side. You may have to remove label-sticker or just cut a circle the size of a dime to access. The rewind spring is PN# 491889, you may be able to re-bend existing spring to hook onto housing.
