Talking welsh plug questions

i,m rebuilding a tecumseh carb off an old toro 724
my question is how do i go about installing the new welsh plug? it doesn't say in the repair manual and i want to do it right
i,m thinking you pound on it with something
and it will expand
i don't have a bench vise
also, is it important to remove the welsh plug on the bottom or can i just leave it alone ?
sorry another question
does the position of the bowl has to go the same way it came out?
i don't remember the position it was before
thanks

Just flatten out the plug with a punch and hammer to install it.

Welch plug on the bottom where??

If the float bowl had an indention, then the indented portion should be located on the same side and the float pin, otherwise it should make no difference.

The one inside just covers the float bowl vent, unless it's rusted you can pretty much leave it alone.
