B&S governor spring problem

I have an MTD garden tiller with a briggs & stratton engine model 135202 type 0132. I replaced both the carbuerator and gas tank and now I don't think I have the governor spring put back in the correct place. The throttle on the carbuerator won't move when I move the throttle to stop and full speed.
I haven't tried to start the tiller after replacing these parts.
Does anybody have a diagram of how the spring is supposed to be attached?

I don't have a diagram, but the throttle shouldn't move when you change settings. It is under spring pressure to be wide open throttle. The amount of spring pressure is what is changing when you change the speed setting. Once the engine starts, the governor will work against that spring pressure to determine a governed speed.
