On the side of the transmission where the brake assembly is located, on the assembly where the engagement lever is, there is a nut. Tighten this nut 1/4 turn at a time and see if there is any affect on the braking action.

If this adjustment does not make a difference, then you may need to remove the brake assembly from the transmission and check the disc that the brakes apply pressure to. The disc should move freely on the shaft that extends out of the transmission, sometimes a little corrosion on the shaft can cause the disc to bind and then braking action is compromised. If you remove the disc from the shaft, be sure that the key in the shaft does not fall out and is in place when reassembled. There are also 2 pins in front of the bracket that holds one side of the brake pad, these pins also need to be free to move in and out, they apply the pressure to the brake assembly when the brake is applied.
