It could be the switch, or a bad ground to the switch and or engine. Make sure the kill switch lead is plugged into the magneto and connected to the key switch.

I put a new switch on and still wont shut off. I traced every wire from the seloniod to each switch and nothing off. Could it be another switch?

The solenoid is only for the starter operation and has nothing at all to do with the "kill circuit". Find the wire that plugs into the ignition module (coil) this wire is grounded to kill the engine, and usually the switch simply grounds this circuit to kill the engine.

I took the top cover off the engine, and by the coil there was a terminal conector that was loose, I replaced that and all is well. Thank you for the help..
