Craftsman snow blower drive disc plate won't rise

Have a craftsman 5HP snow blower model 536.886510 - the problem is that the drive disc plate does not rise to the friction wheel. It does not move at all. Have check the springs etc. It seems it is locked in place and won't move at all. Any suggestions.

Afer looking at the parts breakdown on the Sears site, I would guess that the pivot rod is rusted. Only way to free it is heat and/or PB Blaster penetrating oil and a dead blow soft faced hammer.
