Help with 2 stoke snowblower carb

I have a 2 stroke jacobson snowblower and it wont run right. Last year I cleaned the fuel tank and carb a few time and adjusted the carb and never could get it to run good. Its like it has a mind of its own, sometimes it runs fine then just starts running rough. Sometimes its will fire right up sometimes not.

Im pretty good at adjusting carbs but this one wont give up the fight.

Will a carb rebuild kit help? Its a carb with a float so im not sure if these have parts that get old or wear out.

Rebuilding carb may help.
How old is this unit?
I had a jacobson long time ago--it never ran right from day one.
I have 2 Toros since 1968 -------- with a little carb rebuild on one-both still running......................
