Tecumseh LEV120 getting the best of me

I took in a Craftsman YardVac 247.770100 with a Tecumseh LEV120 engine (craftsman#143.994510). Problem: Prime it runs for 2 seconds, dies. Sounds simple. Take apart the carb, soak all parts, includung the bowl nut, making sure all the holes in the bowl nut are clean, install new kit #631021B. Now it does nothing. Checked spark-good spark. Checked gas tank-gas flows out of tank nipple. Gas flows thru hose. Also, checked flywheel key-as it should be. even sprayed a little gas down the plug hole. Nothing! What 1 little stupid thing am I overlooking here?

I am thinking that the problem with the carburetor may be the tow little O-rings on the emulsion tube. As to it not starting with a manual prime, I would look at the spark plug.
