MTD Snowblower Drive Problem

Hello,
I have an MTD snowblower, model #31AE665E118. I am having a problem with the drive system. It moves good in the 5 forward speeds and in the R2 reverse mode. However, the machine will actually go forward at a very slow speed in the R1mode.
I have replaced the drive belt and tensioner spring, I have cleaned the clutch plate and replaced the rubber friction disc along with adjusting the traction cable. All this obviously did not fix the problem. Beyond this I am at a loss for what else to check.
Any help will be appreciated.

There is a slight adjustment where the shift lever attaches to the shift lever spring. But some times you just have to bend the Speed Selector Plate a little to the right so that the slot for the shift lever R1 is farther to the right.
