Toro S-200 Snowblower

I have an old Toro S-200 snow blower and I need to adjust the carb. does anyone know how many turns the needle valves need to be set at if I take them all the way in? What I am asking is if I turn the two needle valves in all the way how many turns out should they be for it to run?

1 1/2 out from a light seat (choke off and clean filter - if it has one) is a pretty good place to start. Then fine tune from there.
