is there anyway to operate this unit witout the wheels locked?:

Yes there is. Remove the pin on the right wheel and put in the outer hole on the shaft. (you should be able to see the hole outside the wheel). That all there is to it. I recomend removing the wheel from the shaft, cleaning off the rust and greasing the shaft. If this has been used in 2 wheel drive for a few winters, the shaft will be rusty. The wheel may be rusted to the shaft. Using in 1 wheel drive, the other wheel rotates freely on the shaft, so greasing it is VERY imporant as you don't want to waer the shaft and have to replace it in a couple of years.
