Tecumseh recoil starter problem

I have a Strikemaster Ice Auger that I'm having a problem starting. I believe the dogs are not engaging properly all the time. I had the auger in for repair, replacement two years ago and now and I have the same problem Is it possible they just need lubricating or cleaning? If so, what is the best method? The problem I'm experiencing is that I pull the starter rope and sometimes it engages and spins the flywheel and sometimes not. Then I pull slowly and gentley and sometimes it will engage. Any ideas?

The friction brake on the starter is slipping and not pushing the starter dogs out. The friction washer may need to be replaced. If you could post the model and spec number from your engine, that would help to determine if this is the problem or not.
