snowblower - governor seems to be searching

I have a 2004 Craftsman snowblower model 536.881800
When I start it up, the throttle goes from slow to fast and back approx every second. The governor/throttle seems to be searching.
Engine model BS 12E114-0268-E1
Any ideas on what would cause this?
The snowblower was stored in a shed so there is little chance for physical damage.
I put new gas in this year.
I changed the spark plug this year.
I run the gas dry at the end of every season.
I did not use it at all last year.

start with your carburator. you have a fuel issue.
check the high speed jet and float function if so equipped.
otherwise, check the high speed adjustment. could be as simple as a carb cleaning or rebuild. not expensive .
