Tecumseh 5hp Snow King Snowbloser

I have a 2 stage snowblower that seems to be leaking gas somewhere at the top of the carberator. Also, I have to start it several times to get it to keep running, priming each time. Also, I have to leave the chock on, or it stops. Periodically, it dies and I have to restart it. Should I replace the carberator and does the new carb come with all the gaskets, etc.?

Another question. The gas shut off seems to only turn a click left or right, and that's it. Is this normal?

Yes, that is how the gas shut off works. It is a "ball valve" which is a ball with a hole in the middle. 1/4 turn aligns the hole with the gas line, turn the other way and the ball plugs the gas line.
Your carb it plugged up. You can get a carb kit, remove and take apart the carb, soak it in a carb cleaning solution, rinse off with water, blow out all holes with compressed air, re-assemble it using new parts.
Carb kit about $15-$20. New carb(which is complete) about $100.
