Choke won't move on tiller engine

I've got a 20-y.o. Troy-Bilt tiller. Been sitting for a year or so. Got it out Saturday to work a spot adn the choke wouldn't work. The level works fine, but it's the part on the carb that won't budge. Sprayed a little WD-40 hoping to work it loose, but got nothing. Manual had nothing about this. I appreciate any ideas y'all might have. Thanks.

Spray some carb cleaner around the shaft area and start gently working with it until it frees up. They usually come loose with a little work.
