Honda mower self-propelled drive clutch not working

I have a Honda HRC216-HC lawn mower and the self-propelled drive train is not working. The mower starts fine but when I push in the Drive Clutch Lever, the wheels do not move. I think the problem is in the motor not the cable, because when I push in the Drive Clutch Lever, I can see the throttle cable pulling up on the little arm in the motor. Any ideas on how I can fix this?

Is the arm travelling to the limit? Also, remove the wheels and ensure the pawls are working freely. Failing all that, you may have a serious transmission issue but that is not common.
