Toro lawn mower

I have a Tor Lawn Mower, about 5 years old. Last summer I had to press the primer bulb 4 or 5 times every 45 seconds to minute to keep it from stalling. I decided to try to fix it before spring this year. I took it apart to see if the hoses were plugged, I dumped the gas tank out, removed the hose to the carb and there was a 2nd hose that went to the back of the mower. Here is a pic of the part I think may be the problem but not sure:




On the underside of this hose is it cracked. I tried taping with electrical tape, put it back together and put fresh gas in but no improvement. Could this cracked hose be the problem? Notice it goes under the flywheel(?) and is a big round rubber cap. If this is the problem how difficult will it be to replace?
It's the rubber part that's cracked,not the plastic fitting for the hose.It's cracked right along where the fitting ends inside the hose underneath.

What is the model number for the mower and engine?

The piece you are questioning has nothing to do with the problem. You have carburetor problems. Take the bowl off the carb and clean the carb out.
