Our lawn mower runs without the spark plug wire connected and will not shut off what do we check?

I had a car that would do that. It was so heavily carboned up that it would run with the key off, the heat generated by the high compression was enough to ignite the fuel mix just like a diesel. I had to put in high gear and dump the clutch to stall it then wait for a 1/2 hour before I could start it again.
With the engine running (and the spark plug wire attached) and the air filter removed slowly dribble some kerosene into the carb throat, water also works in a pinch. After a minute or so, dump a larger amount in so the motor stalls. Leave it over night and you should be good to go. It will smoke for a while (to warn the skeeters).
