Generator problem - output voltage low

I have a 200amp/4kw welder/generator with a Hilti badge on the petrol tank, but it has a Honda GX390 13.0 engine and an Italian Syncho EW200DC alternator unit. It has been stuck in a garage for a year or so - I've just bought it off someone. I gave the carb a clean and then fired it up. The engine seems to run well, but unfortunately the voltages being generated are about a third of what they should be (even with engine cranked right up). It has welding terminals plus 110 and 240 sockets.
Any help on this much appreciated!
