honda GX 160

I have a rototiller with a Honda GX160 engine (pull start). It starts easily but it runs wide open, no matter where I set the throttle. Does anyone have any suggestions on how to slow it down?

Can you manually turn the throttle shaft on the carb to slow it down? It could just be stuck if it hasn't been run for a while.
