pto problem

hello,i have a troy bilt lawnmower 1842. i was cutting the grass, when i drove over some old grass about 1ft high. the lawnmower stopped,i started it up,and tried to throw in the pto ,but it keeps wanting to shut off. you can try to engage the pto just a little and you can hear it ready to shut down. i've look under the deck, and belts ok. runs fine, its just when i try to cut the grass(pto) it shuts off. seems like its something minor

Sounds like grass is clogged up under the deck.
