Homelite runs too good

Hello all.
I have a used home lite weed eater. Model is trimlite.
Its not a big problem but the thing runs at about 1/4 throttle without squeezing the throttle lever. I can weed eat grass without giving it any gas. Cranks good, has 1 adj screw on carb that does nothing. Choke works. Throttle stop or idle screw backed out all the way. Throttle cable not binding. All the screws that i could get to are tight. Any suggestions

Vacuum leak at the intake manifold or the crank seals.
