B&S 18hp on Troy-Bilt LTX1842

I was given this mower with 49hrs on meter. It blows lots of white smoke out of muffler when cold, & a little when hot. Sputters & loses power when hot. Recent service done: Crankcase full of gas & oil from leak around governor shaft.
Carb removed & overhauled, new seal put on gov shaft, replaced oil & filter.
Oil still smells like it has gas in it. Any idea what to have done next? Compression test?
I know my way around cars, but not air cooled engines.
Briggs & Stratton 18hp Intek #31D7770233E1
030904ZA94628 What do these numbers mean?

Thanks, Bill

New info: Now it will not even turn over; battery is good; jumping doesn't help; feels as if can't get past compression stroke. I will pull spark plug & see if cylinder is full of gas or oil.

Sounds to me like you carb needle is still leaking gas. Did you replace the needle?
