Techumseh engine

I have a push mower with a Tecumseh engine it pulls hard and will not start, when the spark plug is remove it pull easy.
Any thoughts on what the problem is?
Serial: 017999
These numbers came off the mower.

Is the oil overfull? Was/is the spark plug wet?
No mention of brand of mower so even with the numbers you posted, not easy to determine what engine you have unless you post the engine model numbers.

Were do I find the engine numbers.
No it is not over full.
The name of the mower on the deck is Noma.

The engine model numbers should be stamped in the metal engine shroud above the sparkplug. Do you have the blade installed as it acts as the flywheel, if you have hit something recently you may have a sheared flywheel key and the timing is off. Have a good one. Geo

The pull cord will be easy with the plug removed because that will give the engine zero compression. If it pulls VERY hard with the plug installed, that sounds like a possible valve issue.
