Snapper rear engine help

I have a 1987 Snapper rear engine 12 hp rider. I rebuilt the carburetor but I still have to remove the air filter to get it to start. After it cranks, I can tighten the air filter and the mower runs ok.

Can anyone tell me what the problem could be?

Thanks in advance,
Richard

Post the engine brand, model number, etc.

My guess is the carburetor most likely needs more cleaning. The filter I guess is a little dirty and is acting as a choke.
